Government Lolo Matalasi Moliga has demanded improvement of US Samoa contingency comunication. It says that emergencies need to be communicated better in a time of catastrophe. Former Governor of American Samoa, Frank Barnett, is dying.

Born in Knoxville, Frank Barnett, the former Governor of American Samoa, was always looking for the next one. Frank lived an astonishing way of thinking there was no apology for boredom," it says. Further achievements include supporting China's participation as an exhibit at the 1982 World Fair in Knoxville, assisting in the establishment of the Tennessee Center for International Studies in Knoxville, and working as General of the United States Agency for International Education in Kandahar, Afghanistan, where he was part of a sustainable research program on drinking and waste management, developing infrastructures, and financing a new faculty of jurisprudence in 2010.

Mr. Barnett is outlived by his bride Carolyn, two kids and a sibling.
