Although the 1920 Amendment to the Law on the Restriction of Persons from Asia was primarily designed to limit potential Asians' migration, the Asians were not the only objectives. In 1931, the 1931 immigration restriction amendment act, adopted during the depression of the 1930' s, prohibited the arrival of foreigners (as non-British migrants were still known) into New Zealand. As of 1961, only Australians had unlimited access to New Zealand.

The Trans-Tasman Travel Arrangement in 1973 permitted Australian and New Zealand nationals to attend, reside, work or stay with each other for an indefinite period without applying for a visa. The 1961 Immigration Amendment Act requires UK and Irish migrants and other non-New Zealanders (except Australians who are free to travel ) to obtain a visa before arriving in New Zealand.
