United States territories

There are 16 states in the USA, of which five are non-populated and eleven are unpopulated or sporadic. These 11 unpopulated areas are small isles, cliffs or octopuses and do not provide constant assistance to the people. United States has always preserved its territory in one way or another.

Territory was given earlier when the United States bought new lands, as in the case of Hawaii and Alaska. Though many of these former territory finally became states, some areas have been preserved as territory. United States territory may or may not be included.

It is at the sole discretion of the US Congress whether a territory is registered or not. Most of the US territory is not included. The US Constitutional Treaty is only partly applicable in non-incorporated areas. The Palmyra Atoll is the only integrated area of the United States. Rather than join Hawaii in the state, the Palmyra Atoll became an integrated area. Since the Palmyra atoll is not inhabited, however, its integrated state is insignificant. In order to be regarded as an organised territory, the US Congress must adopt an Organic Law that gives the territory responsibility for its own business.

Unorganised areas do not have a official system of management at grass roots level, and their management is the sole competence of the countries to which they belong.
