Vanuatu Cabinet (commonly known as the Council of Ministers) has authorized the resettlement of Ambae Island citizens and prolonged the state of emergency until 27 October to allow a gradual and worthy comeback. The UNICEF provided UNICEF with technological support to the departments in developing the removal plans, underlining the needs and entitlements of ministers for the benefit of ministers of children, womens and groups at risk.

Re-patriation began on 21 October. By 26 October, 8,290 persons, i.e. about 71% of the island's inhabitants, had been returned to Ambae. The UNICEF moves WASH and educational materials to Ambae and supports actions to make sure parents have clean drinking waters and help make sure kids can go back to school as soon as they can.

After stabilising the volcano activities, the National Disaster Management Office (NDMO) prepared a removal schedule which led to the Cabinet of the Vanuatu authorities approving the gradual resettlement of the inhabitants of Ambae Island. Cabinet also prolonged the state of crisis until 27 October to allow for the mobilization of intergovernmental funds during the returnee's stay and to guarantee a streamlined and organised proces.

During the state of crisis, only movement to Ambae was permitted that was backed by the administration. "The festivities, chaired by Prime Minister Charlot Salwai and President Moses Obed, took place on the Santo, Pentecost and Maewo Isles to show the appreciation of the country's authorities to Ambae's community leaders, community leaders and the population of the three Isles for receiving Ambae inhabitants and the relief efforts of their relief organizations, both locally and internationally.

In the first few repatriations, the province's healthcare manager and the vast majority as well as the community healthcare workforce had already repatriated.

Nduindi Hospital in West Ambae is already operating with sufficient health care. In addition, monitoring has been set up to cover possible epidemics throughout the entire isle. However there is currently no Ambae practitioner and it was asked to consult a practitioner.
