Court of Owls is a group of organised criminals and a clandestine company that appears in US cartoon textbooks edited by DC Comics, often in conjunction with the super hero Batman. They' ve been in Gotham City undercover since the days of colonialism. They are kidnapped from the carnival just to educate and turn them into their assassin, the so-called talons.
