Since then, however, World Rugby has been investigating allegations that Tahiti has used unauthorized gamblers and that they have been found to have violated Rule 8.
There was a tilting of the game results and the Cook Islands were the victor. The Cook Islands are now taking part in this Asia-Oceania play-off, the winners of which will move into the four-team replay that will decide the qualifying campaign for Japan 2019 later this year. Tahiti giants Guillaume Brouqui and Andoni Jimenez were the focus of the case, which was brought by New Zealand bailiff Tim Gresson.
In order to be able to represent the 15-member test teams of a given nation, a player must be either a native of that nation, have a parental or grandpa resident there, or have been living there for 36 month just before the season. Brouqui and Jimenez were both children from France, and there is no proof that their families or grandchildren were originally from Tahiti.
Tahiti were first defended in an Oceania Cup game on 6 July 2013, but the proof presented to the World Rugby showed that Jimenez had only lived in the game for 24 MONTH. Since neither player was eligible to substitute for Tahiti when they first appeared, they were not eligible to do so.
Against the Cook Islands, Scrum-half Brouqui made an attempt and Fly-half Jimenez imposed a punishment, leaving them a significant impact on the outcome. Penalties for this violation of Rule 8 are the lifting of the outcome of their victory against the Cook Islands and a 50,000 pound fines to the FF.
That is because the penalty would have a tremendous effect on the Tahitian gambling. In the end, it was Romania that automaticly qualifiered and the Spaniards were angry with the Romanians in their play - and many challenged the choice of having a referees with this clash of interests.
The Spain will be playing Portugal to see who will face Samoa in a two-legged play-off this past season, while the Africa Gold Cup winners - a competition with Kenya, Morocco, Namibia, Tunisia, Uganda and Zimbabwe - will enter Pool B, while the runners-up will enter the replay.
