17 years later, Western Samoa became the first Pacific island empire to become independent. With this in mind, the University of the South Pacific was founded in 1968 to meet the needs of the South Pacific area. But with the decolonization of the Pacific island states, it became clear that in order to remain faithful to the principles of democracy, each state must have its own university.
West Samoa was one of the first Pacific island states to pursue this vision. After the founding of the University of the South Pacific and especially with the founding of the Regional College of Tropical Agriculture in Samoa in Alafua, it became more important. After another two centuries, Western Samoa tried to make her dreams come true.
The Cabinet again addressed the country's labour needs and the issues of Samoan foreign student workers in April 1983. As a result of this cabinet session, an basic understanding was reached to found a Samoan university. They were endorsed by the Cabinet and the National University of Samoa was founded in 1984 by a law of the Parliament.
In 1997 a new law changed the number of foreign members of the Council of Universities and substituted them with members locally nominated by the Head of State on the recommendation of the Cabinet. Also the Faculty of Natural Sciences was founded. In 1993, the National Health Department's current School of Nursing merged with the Faculty of Nursing of the Faculty of Nursing.
After years of research, the Institute of Samoan Studies was founded in 1999. The National University of Samoa not only included the UPY program on its new college but also five full-size departments and the Institute of Samoan Studies. This year of university preparation became the founding year, with offers from the five departments and a general program.
The National University of Samoa and Samoa Polytechnic were combined in the new National University of Samoa on March 8, 2006. The Samoa Polytechnic was founded in 1993 by a law of the Fono as the follower of the Western Samoa Trade School, which includes the Maritime Training School. The company offers certificates and diplomas via the Universities of Applied Sciences for Economics and General Education, Engineering and Maritime Studies.
New NIS Law 2006 came into effect on June 1, 2006 and on November 10, 2006, the Japanese government formally transferred the new Institute of Technology building, part of the JICA modernization and expansion of the former Samoa Polytechnic, to the Government of Samoa.
The NIS Council on February 6, 2014 authorized the National University of Samoa School of Medicine. It was in line with a cabinet policy to establish a NIS School of Medicine to assist the urgent lack of doctors in Samoa. This groundbreaking evolution for Samoa is welcomed and the University will further work with renowned internatinal faculties of medicine, doctors, academicians and advocates to provide an appropriate and strict medicine syllabus with internationally recognized educational and training facilities that meets the healthcare needs of Samoa and the Pacific.
