Since the break-up of the Soviet Union, four CARs - Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan - have been fighting over theirs. Kirghiz defense officers visited Tashkent on 13 June for four days with Uzbek colleagues, for the first time since the country's 1991 independence, and the parties concluded an enhanced cooperation pact.

On 18 June the government invited the Government of Afghanistan and the Taliban to take part in face-to-face discussions on Uzbekistan' s behalf for peaceful relations (see Afghanistan). Uzbekistan's first new presidency in more than a quarter hundred years has taken some good strides in the early days of its government. Uzbekistan: Twenty-five years of autocratic domination have left Uzbekistan facing erratic neighbors, a jihad menace and profound socio-economic upheavals.

Shavkat Mirziyoyev, the new Russian Prime Minister, has taken small strides towards important internal and external reforms, and external parties should urge him to do more to avoid aggravation. Uzbekistan has been subject to internal oppression and self-imposed segregation since it became independent in 1991. In the aftermath of the recent demise of Islam Karimov, the country's only post-Soviet prime minister, the outside community must take a unique chance to reconnect with this crucial Middle Asia.

Increasing tension in the Ferghana Valley is intensified by disagreements over common sources of wellbeing. In order to tackle this issue, Kyrgyzstan, Tajikistan and Uzbekistan must as a matter of urgency refrain from the use of either force fulfilling the use of either force ful and concentrate on a number of humble bi-lateral conventions until a global solution to this serious issue has been found.

Uzbekistan' s police force assassinated one of Kyrgyzstan's most eminent journalist, Alisher Saipov, in October 2007 during the construction of the Uzbekistan' s president election, most likely because of his participation in Erk (Freedom), a leader of the exiled opposition group. Uzbekistan's historic authoritarian leader's stroke (and unconfirmed rumours of possible death) has driven the nation into uncertainty, but the president's closest friends will try to keep power and ensure that there is minimal disruption during the transition.
