From a geographical point of view, San Marino is the third smallest state in Europe (after the Holy See and Monaco) and also claimed to be the oldest one. Traditionally it was established by a stone worker called MARINUS in 301 AD. The San Marino region's economic activity is highly dependent on the tourist industry, banks and the production and sale of ceramic, clothes, fabrics, furnishings, colours, spirits, tile and grape.
Per capita performance and standards of living are similar to those of Italy's wealthiest areas. Problems in the financial services industry, the worldwide slowdown and the sharp fall in fiscal revenue helped to drive down the pace of genuine GNP expansion. Governments have taken steps to combat the slowdown, which includes subsidised loans to companies, and are trying to solve their growing dependence on banks and fiscal caution.
It does not grant government bonds but, if necessary, funds shortfalls by making use of funds from the Federal Reserve. As a result of relatively low business taxation and low interest income tax, the economies benefit from FDI. The city of San Marino is continuing to harmonize its tax legislation with EU and global tax legislation.
The OECD withdrew San Marino from its register of fiscal paradises in September 2009 that have not yet fully adopted today's comprehensive set of taxation norms, and in 2010 San Marino concluded fiscal information agreements with most key states. The San Marino government in 2013 concluded a double taxation agreement with Italy, but a referenda on EU accession did not achieve the necessary majority for a ballot.
