The Norfolk Island Reform Update Issue 13-June 2016

Last year's transitional phase for the reform of Norfolk Island ends on 30 June 2016. As the reform goes on in the years to come, much work has been done and changes have been made, so it is appropriate to concentrate on some good wishes and thanks. First of all, I would like to compliment the members of the fellowship who were voted into the first regional council of the island of Norfolk.

The new Norfolk Island Regional Council will be formed on 1 July 2016 by Rod Buffett, Lisle Snell, David Porter, John McCoy and Robin Adams. May I look forward to working with the Council to finalise and subsequently implement the strategic EU plan, which has been drawn up by the EU for the good of the EU and can help shape the further development of Norfolk Island.

In the first phase of the new Council Chambers at the Bicentennial Celebration Centre, work is nearing completion and work will continue to introduce the Council's main members to the city and the fellowship. Ms Lotta Jackson's recent nomination as Chief Executive Officer of the Administration means that she will be appointed Director General of the Regional Council on 1 July 2016.

There are also many other members of the departing administration who are also getting ready for the transfer and continuing to provide EU service to new posts in the Council. The new Norfolk Island Emergency and Residential Medical Service (NIHRACS) will provide healthcare and elderly healthcare management by NSW Hea.

Last year, through their untiring work, the members of the Norfolk Island Advisory Council provided a platform for the fellowship and gave Minister Fletcher immediate comment. You have been listening to the Communitys wishes and have promoted a sensible fine-tuning of the reform programme. Mr Gesling will also formal end his appointments as Executive Director and delegate deputy ministers on 30 June 2016.

May I also thank the many dozen or so members of the Australian civil service who have been part of these reform efforts, especially those who have been visiting the island and have had direct links with the people. I also recognize the fellowship that uses these trips to gather information and get ready for the challenges of the world.

I have had my own dedicated staff led by Robin McKenzie OAM and Richard Hay working for all Norfolk Islanders, and as my nomination as administrator has been renewed, I look forward to working with the municipality further to defend their interests in the on-going reform process after July 1, 2016.

Norfolk Islanders will soon have direct contact with Anglicare's child and parental assistance, emergency care and relationship work. This service for the inhabitants of Norfolk Island aims to reinforce the relationship between families, avoid collapse and guarantee the well-being and security of our young people through a wide range of advice and schooling.

This service helps those who have problems in their relations and can also offer upbringing. They can also offer advice to help kids and help them have good relations with their own and other members of their relatives. Everyone is welcome to these ministries, which are shared, separate or mixed, as well as others such as granddparents and other relatives who take care of the members of the group.

This service focuses on helping parents with up to 12 years of age, but may also be able to help under-18s. Child and Parent Assistance will work with parents to develop parental abilities and provides instruments and actions to ensure that kids get the best possible starting point in the world.

Child and parent assistance will be adapted to the needs of the Norfolk Island communities, but may also cover play groups, home visits for the family, parental classes, matriculation activity or a peak program. The inhabitants of Norfolk Island also have emergency shelter. They can help those in need and have finite means or ressources to ease their own crisis.

Relief agencies can also deliver budget support and/or remittances to other agencies to help tackle the causes of the current economic downturn. The National Debt Helpline will be available from 1 July 2016 on the toll-free number 1800 007 007. Local people should be clear that they do not offer finance advisory, loans, approval of certain finance projects or provision of certain finance related goods or provision of certain finance related service, corporate or small entrepreneur advisory service or counsel.

Work on the roads will be continued at Channers Corner and Queen Elizabeth Avenue Walkway, with the Channers Corner being sealed during the course of the weeks starting June 13, 2016, subject to conditions. Work on the trail is expected to be complete by mid-July 2016, provided the conditions permit. Now we can already see how this important street upgrade, one of several to be finished in the next few years, will enhance passenger and vehicle security and accessibility to our core businesses.

Extensive detail engineering work will continue to be carried out so that the expansion and renovation of the Cascade Pier can begin as scheduled on July 17, 2016. Ministry of Infrastructure and Regional Development and Worley Parsons paid a visit to Norfolk Island during the course of the months and held meetings with Norfolk Island's fisheries industries to review the Cascade Pier Accessibility Agreements during the Cascade Pier project's building time.

One ( (1) or three ((3) year) company name is registered or renewed. When you are registered in the Norfolk Island Registry, you do not need to request the name to be registered with ASIC.

In accordance with the transition regulations adopted to assist the endorsement of the ASIC National Commercial Name Registrar for Norfolk Island company registrations, ASIC has until September 5, 2016 to finalize the end of the end of the transmission of your Nominat. Make sure that the information entered in Norfolk Island's company records is up to date.

The Norfolk Island Registry will be closed on 4 September 2016. When your company name is due for extension during this time, you will need to re-registrate your company name with the Norfolk Island Companies Office. It is important that we have up-to-date contacts for you and exact information is collected before transferring the registry information to the National ASIC Registry of Centres. This completes the process of transferring your name to the ASIC registry. Norfolk Island entities are not required to have an ACN (Australian Corporate Number) or to have themselves incorporated as such.

Norfolk Island Businesses Act has not change. Norfolk Island entities currently incorporated under the laws of Norfolk Island will be retained and new entities will still be incorporated into the Norfolk Island Registrar. This also applies to clubs that have been recorded under Norfolk Island legislation. From 1 July 2016, Norfolk Island will have a new active employment service to help both jobseekers and employer.

When you are a person seeking employment who receives financial assistance from the Department of Human Resources, such as Newstart Allowance, Youth Allowance (others) or Parenting Payment, and have reciprocal obligations (i.e. you must fulfil certain conditions to continue to qualify for financial support), you will generally be provided with the full spectrum of job-related benefits.

A number of individuals will also be able to voluntarily contact us for help from Norfolk Island; the kind of assistance they get will vary depending on their situation. From July 2016, unemployed persons are invited to talk about their living conditions with the job-active supplier. Work-for-the-Dule places unemployed individuals in jobseeking opportunities where they can gather abilities and experiences that they can give back to the fellowship and help them find a work.

Nonprofit organizations active on Norfolk Island may be interested in hosting the Work for the Dole work. Australia's general elections will take place on Saturday, July 2, 2016. The center will be open from 8.30 to 18.00 on Friday, 1 July. Assigns to the Commonwealth the Legislative Assembly and the Norfolk Island Advisory Council to preserve these historical deeds. Transition of Norfolk Island resident and certain licensees (.i.e. not those who have a visitor's license), together with newborns of certain licensees, into the 1958 Migration Act (Cth) on July 1, 2016.

Norfolk Island will be incorporated into the Australia MZ and the 1980 Law on International Migrants ( "NI") will no longer be applicable as of July 1, 2016. Therefore, all non-citizens on Norfolk Island require a 1958 law on migrants. The same rule also states that those who were in Norfolk Island on 1 July 2016 were immigrated to Australia and freed from it.

Facilitated the incorporation of the Norfolk Island Company Name Registry into the Norfolk Island Company Name Registry following the expansion of the 2011 Norfolk Island Commercial Name Registry Act as of July 1, 2016.
