Being part of the ongoing policy hijink around the development of the Robinsons' Exclusive Zone (the REZ) on Niihau, I went online and buried information for Niihau Ranch LLC Fed. agreements on the basis of their DUNS number.
I' m looking at these deals with $0 and others with up to half the estimated cost given back to the sponsor, and those bizarre ballon awards in December of several years, and I get very fascinated. The Niihau Ranch LLC seems to be giving a great deal of cash back to the federal government.
We' re informed that Niihauans will be paid a $12 an hours limit. Also, official record indicates (but I don't have these precise numbers) that 2/3 of Niihauans are on EBT and welfare and over half on inability. When it is the case that 12 dollars per hours is the current salary on Niihau, and administrative agreements that could be used to raise the salary are used to keep paying the Niihau salary, while at the same times the inhabitants need state support, this, in my view, does not seem to be very supporting for the Niihau population.
Why should we transfer Niihau Ranch LLC to take full charge of the state water? So if you can't bring publics water into your personal estate with the ³cCritters³d (the Feds), why not share the state, DLNR and the sanctuary, get the state to explain the REZ and see incomes soar?
I do not believe that there has been an ecological review of the effects of the facilities on Niihau. I can tell you, as a researcher, that DLNR and the FBI have totally failed the point: the Kauai and Niihau eco-systems, cultures and economy are interconnected.
When Kauai is suffering, Niihau is suffering. The separation from Niihau by using the nature conservation hostages on Niihau to safeguard a privately owned REZ in the name of "preservation" of "culture" on Niihau as an isolated unit merely further fragmentation of the population, the local economies and endangers the human being on Kauai and Niihau.
More Niihauans live on Kauai than Niihauans. It is estimated that there are currently 35-40 full-time Niihau inhabitants. Having a limited area that extends into the oceans (public waters) will increase the levels of available Army Assistance Agreements, as Black Ops and Stryker Strength Trai requires limited entry. Most of these agreements are handled exclusively by the US Government Accounting Office.
This is solely due to privately owned property, limited accessibility and the presence of cheaper labour. Several of the agreements are for $1, and those it would seem involved building or renovating plants or the country, and this $1 charge puts Niihau Ranch outside the statutes that govern pay to employees at rate associated with federal agreements.

I' m also strongly opposed to the play of "protection" of the indigenous Hawaiians' right to the Niihau tribe, when the Robinsons have been active for years in promoting extended niihau activities, which seems to be hardly consistent with the Niihauans' notion of "protection".
In my opinion, all this law is a great deception, with a genuine aim of politically manoeuvring for personal profit from individual to federal liability companies, all of which are emotionally and NOT DATA-driven. Fishes trapped in Niihau water (proposed for restriction) have Kauai prawns in the intestine.
What can we do to prevent the Niihau fishermen from "harvesting" the Kauai resource? Pisces and sea cetaceans, sea birds and locals know that this is an eco-system and we are interdependent. REALLY the issue is on the side of the Kauai. Once again, the REALLY problems are on the Kauai side.
When the Kauai eco-system is degraded, involving links to terrestrial and freshwater, and it is failing, Niihau will failure no matter how much green fluid you give to Niihau Ranch, LLC. He is the "source" and Niihau is "the incubator" and both should be the stewards and the rich.
In fact, this lawmaking attack on the creation of draft laws to "support" the Hawaiians' culture needs and the legislation of scientifically unfounded restraints creates disagreement and promotes resentments on the western side of Kauai for the purposes (that is the purpose) of splitting human beings and giving away government property to a privately-owned landlord.
Our state government's attack tactics in conjunction with NOAA Sanctuary Division are condemned to failure in scientific and social terms before it begins: no buy-in, no advice, no dates, no user arrangements, no discussions with stakeholders, no regard for real-world relations, only laws to conceal the blatant fact that DLNR has not done its work for years and YOU really are the cause of this issue - not the fishermen, not the people.
There is a precondition that they can abolish controls over these water bodies and grant access to them to landowners without having to hold them to hear. Workplace safety at federal government levels, in particular access to potentially profitable army agreements for the payment of property tax by encouraging the use of the new legal no-places.
In these areas, the really poor case of giving up at state authority levels, while controlling is transferred to the German Confederation and/or companies because they have "money" or "resources" (once you give it away, you do NOT get it back until it is used up, like Ko'olahawe).
