Samoa US Minister identifies areas for legislative intervention

The PAGO PAGO, American Samoa (August 21, 2000 - PIDP/CPIS)---Excessive expenditure on staffing and an income deficit are two big economic issues facing the regional administration, according to a legislative finance brief. It was prepared and published by the tax office last weekend and comprises the first six month of the 2000 year.

Eight governments reported overspending, among them an increased recruitment of labour. Overshootings include payment of more than $700,000 in extra hours, wage increases, promotion and reassignments, the reports say. It also noted that there is a backlog in the recovery of approximately USD 10.8 million.

If this deficit persists until the end of the ongoing financial year, it expects a loss of USD 21.7 million or 40 percent. On Tuesday, Jack Kachmarik, manager of the government's Territorial Office of Financial Reform, said that the "rough estimates" at the moment put the deficit in collecting revenues at between 10 and 12 million dollars.

"Kachmarik emphasized that this deficit is damaging the country's ability to meet its commitments right now.
