Applicants must provide the necessary evidence of education and training before the highest tribunal of a State or territory of the United States or a non-USA State in which British ordinary laws are essentially the fundamental foundation of the case law of that State and in which the teaching and practical languages in the tribunals of that State shall be English, provided that such previous accreditation as a lawyer is based on evidence of having completed an accredited faculty of jurisprudence and the passing of a legal exam or an attestation of legal education and training of equal value.
is a graduate of a US Bar Association-approved faculty of jurisprudence and has successfully completed the bar exams of a US state or jurisdiction; or (possibly) an UK lawyer or attorney with a practice certificate from the UK government. For my part, I find the British legal profession quite unlikely, considering that American-Samoan legal system is essentially based on US-Laws.
Regulation 145 allows a perpetrator to practise American-Samoan justice without being summoned to ASBA - but this is at the sole discretion of the Chief Justice of American-Samoa. So, you can just about eliminate that.
